The Democratic Party platform states that:
“The Democratic Party was founded on the promise of an expanded democracy.”
“We will fight corruption, promote good governance, and support the rule of law.”
“We will bring our democracy into the 21st century by…ending partisan and racial gerrymandering”
“It’s time we give back control of our elections to those to whom it belongs – the American people.”
Our winner-take-all system, combined with single-member districts, is the root cause of the most serious problems with our electoral system.
The right to vote is more meaningful when every vote counts and every significant group of like-minded voters is represented in Congress in proportion to the percentage of the electorate represented by each group.
Ranked-choice voting combined with multi-members districts minimizes or neutralizes the effects of gerrymandering with regard to the election of legislative bodies and will make our government more genuinely democratic.
The “Fair Representation Act” (H. R. 3057) has been introduced by Representative Donald Beyer (VA). As of February 13. 2018, it had 3 cosponsors.
This bill provides for replacing “winner-take-all” elections with single member districts, by establishing the use of ranked choice voting in elections for representatives in Congress and requiring each state with more than one Representative to establish multi-member Congressional districts. It would also require states to conduct Congressional redistricting through independent commissions, and for other purposes.
These measures would help to minimize gerrymandering and make our government more genuinely democratic.
